Teachers unions say no to grant Thursday, January 14, 2010

The Hatboro-Horsham and North Penn school districts essentially dropped out of President Barack Obama's "Race to the Top" federal grant program because their unions would not agree to the fund's stipulations. Part of the program mandates districts implement forms of merit pay, a point of particular contention in the Hatboro-Horsham contract negotiations. The school board has proposed to reward teachers who reach certain criteria with bonuses. The school boards in Hatboro-Horsham and North Penn schools, both of which are currently in contentious teacher talks, were interested in applying for part of Obama's $4.35 billion pot, which could have meant between $150,000 to $500,000 for Hatboro-Horsham and up to $1 million for North Penn.

Union Chief Assails Merit Proposal Wednesday, December 09, 2009

The president of the Hatboro-Horsham Teachers Association addressed the Hatboro-Horsham school board and about 50 residents and teachers in the crowded administration building Monday night. Teachers have been working without a contract since June, and the district's proposed merit-pay plan that would replace the traditional salary schedule has been panned by the union. The two sides have not met for a couple of weeks and there are no negotiations scheduled.

Salary schedule's future in Hatboro-Horsham up for debate Tuesday, October 27, 2009

Negotiating a new teacher contract is the biggest issue for candidates running for school board in the Hatboro-Horsham School District. The Democratic ticket is filled out by five endorsed candidates, Linda Mee, Karen Harragan, Al Reitz, Steve Stunder and Adam Lebofsky. As teachers continue to work without a contract since their three-year deal expired June 30, the school board has proposed doing away with the salary schedule and working toward a form of merit pay for teachers.
